Determined to defeat poverty and uplift the lives of her constituents, Governor Corazon N. Malanyaon is making agriculture and tourism the primary tools for economic recovery, as she considers them potent weapons against poverty.

During last weekโ€™s consultation with the National Economic and Development Authority (NEDA) XI on the Davao Regional Development Plan, Governor Malanyaon underscored agriculture and tourism’s vast role in attaining sustainable development.

She said her โ€œdevelopment agenda is simple and straightforward as it will only revolve on programs that involve poverty reduction,โ€ noting that โ€œthe province will only invest in what is essential and has a direct impact on her constituents.โ€

SENATE STARTS DISCUSSION ON BONG GO’S MAGNA CARTA FOR BARANGAYS

Three Senate committees have started discussion on Senate Bill No. 391 or the Magna Carta for Barangays filed by Senator Christopher Lawrence โ€œBongโ€ Go.ย 

The Senate Committee on Local Government, jointly with the Committees on Ways and Means; Finance; and Government Corporations and Public Enterprises,ย on Monday morning, September 16, held a public hearing to discuss issues currently faced by barangays.

โ€œWe all know that the barangay and its officials are the immediate provider of frontline services to our fellow countrymen. Sila ang pinakaunang tinatakbuhan ng ating mga kababayan,โ€ Go said. โ€œAnd it is because of this reason that we have to further improve the barangays and address the woes of our barangay officials.โ€
Go said that this role played by barangay officials in the communities prompted him to push for a magna carta for barangay officials.
โ€œThese reasons, among many others, made me decide to file Senate Bill No. 391, which provides for the Magna Carta for Barangays,โ€ said Go.ย 
Go discussed his proposed measure, including the provisions that seek to promote the welfare of barangay officials.ย 
โ€œThe bill outlines the basic priorities in each barangay, such as the right of every barangay to have regular supply of clean and potable water; to have readily available means of public transport; and the entitlement of every barangay to schools, health centers and barangay halls,โ€ Go told.
Go also lamented that lack of regular salaries for barangay officials despite their duties and responsibilities in their communities, which is why the senator pushes for better pay and benefits for them.
โ€œBarangay officials are our governmentโ€™s frontlinersโ€”first to respond, first to provide and first to serve. Despite this, they receive simple honoraria for their service. That is why under the bill I filed, barangay officials will now be treated as regular government employees receiving benefits that regular government employees enjoy,โ€ Go said.
โ€œThe Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary and barangay treasurer will now be entitled to salaries, emoluments, allowances such as hazard pay, representation and transportation allowance, 13th month pay and other benefits,โ€ Go said as he cited key provisions of SB 391.ย 
In support of the Presidentโ€™s war against illegal drugs, corruption and criminality, Go said that his proposed measure will also allow for barangays to appoint sufficient barangay tanods to help maintain peace and order in their communities in lieu of the current set-up where tanods are only limited to 20 per barangay.ย 
โ€œIn line with President Duterteโ€™s on-going war against illegal drugs, corruption and criminality, the bill allows for an appointment of additional barangay tanods by the Punong Barangay upon the concurrence of the majority of the Sangguniang Barangay members,โ€ the senator said.ย 
โ€œThis will ensure the maintenance of peace and order in the barangays. Surely, the security and safety of our countrymen must be met firstly in their immediate communities. This measure hopes to address that,โ€ Go added.
Go reiterates his commitment to improving the welfare of barangay officials. During a past interview, Go said that they must be recognized so that they can continue to be more productive in carrying out their mandate.ย 
โ€œTulad ng ibang kawani ng gobyerno, dapat ay ma-recognize at mabigyang importansiya ang kanilang role sa ating komunidad,โ€ said Go.ย 

Compostela Valley province honors PWDs

More than 400 Persons With Disability (PWDs) from various areas of the province joined the 41st National Disability Prevention and Rehabilitation Week celebration Thursday morning in Nabunturan, Compostela Valley.

“The annual celebration aims to recognize the vital role of the PWD in the society and their contribution to nation-building,” said Aldrin Berti, PWD provincial focal person.
Anchored on the theme: “Lokal na Pamahalaan: Kabalikat sa Pagtupad ng Karapatan ng mga Taong May Kapansanan,” the event aims to raise awareness on PWD rights and privileges, recognition of PWD’s contributions to the society, and showcase their talents through socio-cultural presentations.
Berti said said the hundreds of participants hailed from the province’s 11 municipalities.
Preciosa H. Toledo, Social Welfare Officer of the Provincial Social Welfare and Development (PSWD, expressed her gratitude for PWDs who, “despite of their disabilities, still contribute and function normally in the communities.โ€
The celebration is based on Presidential Proclamation No. 1870, declaring the third week of July every year as the National Disability Prevention and Rehabilitation Week.(PNA)

SEN. BONG GO files bill extending the terms of incumbent barangay officials

For continuity and efficiency of barangay programsย

Expressing his empathy for barangay and Sangguniang Kabataan (SK) officials who wish to execute their programs fully in their respective constituencies, Senator Christopher Lawrence โ€œBongโ€ Go filed a bill seeking to extend the terms of office of the local officials to give them โ€œample time and continuity to pursue and implement the programs they have set in their respective jurisdictions.โ€

As committed during the Senatorial campaign, Go has filed a bill calling for the postponement of the barangay and Sangguniang Kabataan elections slated this May 2020 to October of 2022 to give barangay officials ample time to finish their respective programs and projects.
โ€œMga barangays natin ang pinaka-frontline ng ating gobyerno sa paghahatid ng serbisyo at sa kampanya natin laban sa iligal na droga at kriminalidad.ย  Kaya dapat lang na mabigyan natin sila ng sapat na panahon upang makapagpatupad ng kani-kanilang mga programa at proyekto sa kanilang mga nasasakupan,โ€ he said adding that the postponement of the previous brgy elections has limited the term of current officials to only two years.ย 
In an interview after filling the bill, Go said that as the assistant of the President Rodrigo Duterte for several years, he is familiar with the kind of work that barangay officials render to their communities and they must be given enough time to implement them.
โ€œGaling din ako sa local government. Sila [barangay officials] talaga ang nagdadala ng basic services at nagpapanatili ng peace and order sa kanilang mga barangay. Napakahalaga nila sa kanilang constituents,โ€ Go said.
The term of incumbent barangay officials was reduced to two years after the Republic Act 10952, approved on October 2, 2017, deferred the 2017 barangay and SK elections and moved it to the second Monday of May 2018.
The law further stipulated for the next polls to be held on May 2020, reducing the terms of candidates who won the May 2018 elections only two terms, instead of the three years mandated by the previous law.
โ€œHindi naman po kasalanan ng mga barangay officials ang postponement ng nakaraang eleksyon. Anong magagawa nila sa dalawang taon? Papaano nila maipapatupad ng buo ang mga gusto nilang programa? Ito po ang dahilan kaya gusto ko itong i-extend,โ€ Go explained.
If passed into law, the bill will move the next barangay and SK elections to the second Monday of October 2022 and every three years thereafter.
As part of his legislative agenda aimed at helping the Duterte administration achieve positive genuine change felt by all Filipinos, Go personally filed ย his first 10 Legislative measures last week at the Philippine Senate.ย 
โ€œInuna ko po ang kapakanan ng mga Pilipinong pinaka-nangangailangan ng atensyon mula sa gobyerno. Para ito sa mga may sakit, mga ordinaryong manggagawa, mga biktima ng kalamidad, at mga kabataan na pagasa ng ating bayan. Ito ang serbisyong ipinangako ko sa inyo, serbisyo at pagmamalasakit na ramdam kahit saang dako ng bansa,โ€ he said.
